No funding could be disbursed unless it had been appropriated; and if it was to be spent on something different, it had to be reprogrammed. Any disbursement not authorized was subject to severe penalties under the Anti-Deficiency Act. So: we had a rather rigid accounting system; all funds out the door by Sep 30 (could be pulled back even before that) = giant incentive to burn money at the end of the FY! Also, every agency pulls funds out of the appropriated funds, one way or another, to cover the salaries of their personnel. It’s possible that the rigid strictures imposed to prevent waste and fraud actually encouraged a very sloppy front office fudging of where every bit of the appropriated funds went. It’s hard to wrap my head around how such an enormous amount could go missing, the idea of hidden agendas or underground cities is pretty wild. I agree that there’s so much we don’t know. It’s frustrating to think that those in power might be misusing resources meant for the greater good. The idea that people in charge could be so disconnected from humanity’s true needs is heartbreaking. I also wonder if, in the end, what really matters is how we, as individuals, respond. We might not be able to fix all of it, but we can try to make a positive difference in our own ways. The world needs kindness, truth and a lot of healing. It’s a tough balance to find between understanding what’s going wrong and still holding onto hope that we can create a better future.

By the way, the Solaris report and the research it’s based on seems to be misleading, in that the $21 Trillion figure apparently reflects a culture of sloppy accounting in the DoD that certainly should be investigated in a more rigorous manner (of course, not by the Guvmint!), however this seems to be a misleading report or simply doesn’t show where the money actually went. That’s perhaps a result of bad accounting, deliberate or just deliberately incompetent, by it needs to be fixed regardless. In my experience, all appropriated funds had to be disbursed by the end of September 30th, and if so, spent by December 31, unless it was multi-year funding. No funding could be disbursed unless it had been appropriated; and if it was to be spent on something different, it had to be reprogrammed. Any disbursement not authorized was subject to severe penalties under the Anti-Deficiency Act. So: we had a rather rigid accounting system; all funds out the door by Sep 30 (could be pulled back even before that) = giant incentive to burn money at the end of the FY! Also, every agency pulls funds out of the appropriated funds, one way or another, to cover the salaries of their personnel. It’s possible that the rigid strictures imposed to prevent waste and fraud actually encouraged a very sloppy front office fudging of where every bit of the appropriated funds went. Symptom of a permissive Congress, every member who receives “pork” or public funds in their own district. POGO: we have met the enemy, and it is US. Or else they used to build a huge network of underground tunnels and bunkers!

The postulation that the Civil War was unnecessary, is certainly easy to make 150+ years after the fact, but it was pretty unavoidable at the time. There are many armchair historians writing books in the sanctity of their cloistered surroundings that have little or no bearing on historic reality. It’s hard to wrap my head around how such an enormous amount could go missing, the idea of hidden agendas or underground cities is pretty wild. I agree that there’s so much we don’t know. It’s frustrating to think that those in power might be misusing resources meant for the greater good. The idea that people in charge could be so disconnected from humanity’s true needs is heartbreaking. I also wonder if, in the end, what really matters is how we, as individuals, respond. We might not be able to fix all of it, but we can try to make a positive difference in our own ways. The world needs kindness, truth and a lot of healing.
